Every academic library needs a Tschera Connell on their staff, but of course, not every academic library has the vision to know that green open access is the way for researchers to go.

Back a few weeks ago I posted the slam dunk article by Alma Swan explaining the open access boost and summarizing a whole lot of evidence to roll out institutional repositories .
So the UK has Alma Swan, and the Ohio State University Libraries has Tschera Connell lead their campus efforts to advance the library as a digital scholarly publisher by:
- Hosting journals using both the open-source repository software DSpace
- Hosting the open-source digital publishing system, Open Journal Systems (OJS)
- Support open-access electronic journal publishing, from manuscript submission and peer review to publishing and access controls
- Take care of the technical aspects of hosting a digital journal, from registering a URL to hosting the site to ensuring reliable and long-term access to the content,
- Allow journal editors to focus on choosing and preparing high-quality content.
